Maybe it's because of the way he is drawn here, but I don't see him as scary, if anything so funny I could probably beat him up easily if I saw him in my dreams. "You wanna give me crabs? Fuck you." Bam.
In all seriousness, when it comes to nightmares, a lot of them are designed to scare you into submission, but the environment and monsters alike are often as weak as the person that dreams them. Meaning if you truly believe this guy could hurt you, he could, but if you stopped believing that and concentrate on manifesting a weapon, he won't scare you anymore. Try to do that next time you see him.
